Roles of Government in Discaster

In accordance with the mandate of Law No. RI. 24 Year 2007 on Disaster Management, the Central Government and Local Government in charge in disaster management, both in the event of natural disasters, disaster nonnatural, and social disaster.


Government Responsibility:

The responsibility of the Central Government in Disaster Management include:

    Integration of disaster risk reduction and disaster risk reduction programs;
    Protection of the impact of disasters;
    Guaranteeing the fulfillment of the public and affected refugees fairly and in accordance with the minimum service standards;
    The recovery from the impact of disasters;
    Disaster management budget allocation in budget revenues and expenditures are adequate;
    Budget allocation of disaster management in the form of ready-made funds (government funds that are reserved are ready to use the funds in case of a disaster), and
    Maintenance records / documents are authentic and credible threat and impact of disasters.

The powers of the Central Government:

The powers of the Central Government in Disaster Management include:

    Establishment of disaster management policy in line with national development policies;
    Preparation of development plans that incorporate elements of disaster management policy;
    Determination of the status and level of national and regional disaster;
    Determination of policy cooperation in disaster management with other countries, international agencies, or other international parties;
    Formulation of policies on the use of technology as a potential source of threat or hazard;
    Formulation of policies to prevent and control the depletion of natural resources beyond nature's ability to perform the recovery, and
    Control of collecting money or goods nationwide (including the granting of collecting money or goods under the authority of a national Social Secretary)

Determination of the status and level of national and regional disaster load indicators include: the number of victims, loss of property; damage to infrastructure and facilities; coverage of the affected area, and socio-economic impacts caused. Further provisions regarding the determination of the status and level of disaster is set to rule the president.

Responsibility of Local Government:

Government Responsibility in Disaster Management include:

    Guaranteeing the fulfillment of the public and affected refugees in accordance with the minimum service standards;
    Protection of the impact of disasters;
    Integration of disaster risk reduction and disaster risk reduction programs; and
    Allocation of disaster management in the revenue budget expenditures are adequate.

Local Government Authority:

Authority of Local Government in Disaster Management include:

    Establishment of disaster management policy in the region in line with the policy of regional development;
    Preparation of development plans that incorporate elements of disaster management policy;
    Implementation of policy cooperation in disaster with the provincial and / or district / city;
    Setting the potential use of technology as a source of threat or hazard to the territory;
    Prevention and control policy formulation depletion of natural resources that exceed the capabilities of nature in its territory, and
    Control the collection and distribution of money or goods to the territory (supervision of the implementation of large-scale collection of money or goods provincial, district / city held by the public, including the licensing authority of the governor / regent / mayor in accordance with its authority)
